Biuletyn Najwyższej Izby Kontroli (NIK Bulletin)
First
published in June 1996. 11 issues published so far without regular
publishing frequency. Targeted at external readers interested in the
NIK’s plans and current work, as well as in its audit impact.
The
magazine is
sent to the President of the Republic, Prime Minister, MPs, senators,
ministers and heads of other central government offices, voivods
(province governors), marshals (speakers) of regional parliamentary
assemblies and Presidents of Regional Accounting Chambers. Although it
is not meant for general sale, access to the magazine is not
restricted: it is sent to over 100 public and university libraries, to
editors and journalists interested in the subject. It is one of the
ways in which the statutory task of informing the general public of the
NIK work is carried out.
Since
2000 each issue has been dedicated to one subject related to the NIK
work.
Biuletyn
Informacyjny (NIK Newsletter)
Launched
in
March 1996. 55 issues (630 copies each) published so far. The magazine,
informing of major events in NIK work, is targeted at internal readers
only.
It features
Regulations by NIK President, information on NIK Council sittings,
materials of selected appeal proceedings, legal explanatory notes and
comments.
Kontrola
Państwowa (State Audit)
Published
bimonthly since 1956. The only Polish magazine dedicated exclusively to
audit issues.
1000
copies. B5 size, 140-180 pages each issue. Available to subscribers
only.
The
magazine has
two major sections: Section One features general articles on state
audit and significant legal and economic issues; and Section Two
features results of major audits for promoting public awareness of
negative aspects of social and economic life as well as of
good
practice. Other sections concentrate on audit systems in other
countries, other Supreme Audit Institutions’ experiences
(e.g. in
privatisation auditing), as well as on current and future events in the
NIK. Each issue features also brief notes on new books, possibly useful
in audit work.
Special Issue of the "Kontrola Państwowa" (State Audit)
published on the occasion of the Meeting of the Contact Committee of the Heads of the Supreme Audit Institutions of the European Union, Warsaw, 11-12 December 2006 (2.1 MB)
Books
In 2000 the NIK published, with the use of PHARE funds, 3 books on audit planning and performance:
- INTOSAI Auditing Standards
Work on standardising SAIs’ auditing principles took INTOSAI over
10 years and resulted in the development of INTOSAI Auditing Standards,
comprising principles and recommendations for government auditing
(basic principles, general standards, field standards and reporting
standards). The document was approved by the XVIIth INCOSAI in Seoul in
2001.
- European Implementing Guidelines for the INTOSAI Auditing Standards
The guidelines were developed on the request of the Contact Committee
of the SAIs of EU Member States and the European Court of Auditors. By
now, however, they have been used more and more widely outside the EU,
in SAIs of Central and Eastern European Countries.
- Performance Auditing and the Modernisation of Government
SAIs play an important part in public sector functioning. This book
concentrates on how performance audit may and should contribute to
strengthening public sector efficiency.
The books were distributed among NIK staff and sent to libraries.
