First General Assembly of JuriSAI

Heads and representatives of 32 SAIs from Africa, Europe, Latin America and Asia with jurisdictional functions to establish JuriSAI as an associated body of the International Organisation of Supreme Audit Institutions (INTOSAI).

During the Assembly, the Supreme Audit Office of Poland was officially given the status of an associate member (without the right to vote or stand for election).

JuriSAI was created to establish a common basis for solving problems within jurisdictional models, to promote cooperation norms and guidelines for jurisdictional activities, to advocate for the jurisdictional model through united efforts, and to contribute to the recognition of its importance. The organisation also supports professionalisation and capacity development in jurisdictional activities. These measures include auditing public accounts and supervising public officials and fund managers, as well as investigating personal responsibility and imposing sanctions on persons responsible for irregularities in resources and operations management. Currently, SAIs with jurisdictional functions account for 25% of INTOSAI's membership.

On the day preceding the General Assembly, a Symposium was held entitled: "Auditor and judge: Supreme Audit Institutions that make decisions".

The symposium was divided into two panels: "Auditors and judges - conditions for harmonious complementarity" and "Stakes and challenges of jurisdictional decision".

Élisabeth Guigou, former Minister Delegate for European Affairs, former Minister of Justice of France, was the keynote speaker at the symposium, which was concluded by the First President of the Court of Accounts of the Kingdom of Morocco, Zineb El Adaoui.

During the General Assembly, the authorities of JuriSAI were elected. The French Court of Auditors was elected President of the Organisation, the Courts of Audit of Portugal and Brazil were elected First and Second Vice-Presidents respectively and the Supreme Audit Institutions of Angola, Djibouti, Mauritania and Spain also became part of the Governing Board. Apart from that three standing committees were set up to be chaired by:

  • Brazil - Committee on Finance, Administration and Communication;
  • Italy - Public Prosecutors' Committee,
  • Senegal - Capacity Development Committee.

During the meeting, the JuriSAI Strategic Plan presented by Bruno Dantas, the current President of INTOSAI and President of the Court of Auditors of Brazil, was approved, which aims to consolidate the role of JuriSAI and is based on three objectives:

  1. facilitate knowledge sharing and collaboration between SAIs to improve effectiveness of their jurisdictional functions;
  2. strengthen the capacity of SAI members, in particular in terms of training and institutional development;
  3. promote benefits of the jurisdictional model within the international INTOSAI community.
