National security and resilience of public institutions – key topics during NIK’s visit to Kyiv

In September, the representatives of NIK met with Ukrainian and Polish experts who work in Ukraine and are involved in activities relating to security, energy, defence, post-war reconstruction and civil protection.

The discussions focused on the operation of the state and its institutions in the context of a protracted crisis. Topics addressed during the meeting included the effectiveness of measures applied in the defence sector, the energy sector’s resilience to air strikes and acts of sabotage, methods for the rapid reconstruction of damaged infrastructure, and cooperation between public administration and non-governmental organisations in the field of civil protection. The talks also dealt with ensuring the effectiveness of defence spending, combating corruption, and the role of humanitarian aid during wartime.

The experiences of institutions and individuals operating in wartime conditions provide unique insights into guaranteeing the continuity of state functions, civil protection and the maintenance of key public services in crisis situations. They also demonstrate what solutions can strengthen the capacity of the public administration and the Polish society to respond to emergencies and long-term threats.

Part of the visit involved participation in the international forum called The Future of State Audit in a Period of Global Challenges, organised by the Accounting Chamber of Ukraine. The event was attended by representatives of supreme audit institutions, parliaments, public administrations, international organisations and expert communities from 18 countries. The debates concentrated on the role of independent audit in building a state’s resilience, the functioning of audit institutions in crisis situations, and the importance of post-audit recommendations for the quality of public governance. The forum participants also talked about the transparency of public spending, the use of international support and the independence of supreme audit institutions. During the panel on the resilience of public finances, the introductory presentation was delivered by NIK President Mariusz Haładyj.

The knowledge gained during the visit will be utilised, amongst other things, in ongoing audits concerning the performance of tasks by regional civil protection authorities and the preparation of the civilian healthcare system to operate under conditions of armed conflict. It will also be helpful in preparing future audits in the areas of national security, defence and resilience. Ukraine’s experience in this regard represents a valuable source of knowledge, supporting the assessment of public institutions’ readiness to act in emergencies.
