XII EUROSAI Congress online – handover of the presidency to Israel

At the beginning of the Congress, a handover ceremony was held, which marked the beginning of the Israeli Presidency of EUROSAI.

Miloslav Kala spoke at the Congress as the outgoing President of EUROSAI. The Secretary General of EUROSAI, Enriqueta Chicano, handed him a crystal cube in recognition of his contribution to the development of the organisation.

At the opening ceremony, Matanyahu Englman, the new President of EUROSAI, delivered a speech, followed by the speech of Bruno Dantas, President of INTOSAI, and OECD Secretary-General Mathias Cormann.

At the XII EUROSAI Congress, final reports on the activities and main achievements of the 2017-2024 strategic period, which is coming to an end, were presented.

NIK and the SAI of Sweden co-coordinated the implementation of the second objective of the EUROSAI Strategic Plan 2017-2024, the so-called SG2 (Strategic Goal 2 – Institutional Capacity Building). The final report on the implementation of this goal was presented by Auditor General of Sweden Helena Lindberg and President of NIK Marian Banaś.

The Congress also approved reports on the activities of EUROSAI working groups. The President of NIK is the Chairman of the EUROSAI Working Group on Environmental Auditing (EUROSAI WGEA). The Congress extended NIK’s mandate for another 3 years.

In addition, the Congress was informed about the set-up of a new Task Force on Sustainable Development Goals and approved the transformation of the Task Force on Municipality Audit into a working group, as well as adopted the new EUROSAI Strategic Plan for 2024-2030.

EUROSAI's financial statements (for 2021, 2022 and 2023) were presented by the Secretary-General of EUROSAI and approved by the Congress, after reviewing the auditors' reports. The budget for 2025-2027 was also approved.

During the Congress, votes were held to select key positions in EUROSAI, as a result of which:

- the SAI  of Slovakia was elected to host the XIII EUROSAI Congress in 2027, and therefore the President of the SAI of Slovakia, Ľubomír Andrassy, was appointed the First Vice-President of the Governing Board.

- the SAIs of Italy and Sweden were elected as members of the EUROSAI Governing Board for a six-year term (2024-2030).

- the auditors of EUROSAI have been selected for the period 2024-2025: the SAI of Bulgaria (renewal of the mandate) and the SAI of the Netherlands (new auditor selected to replace the SAI of Croatia)

The Congress also took note of the position of the EUROSAI Governing Board on the situation in Ukraine, adopted at the 56th extraordinary meeting in March 2022. Due to the online formula, the Congress did not take any position on that matter as it was resolved that such decisions should be taken during personal meetings. The Project Group for Cooperation with the SAI of Ukraine informed the Congress about the initiatives taken for more effective and coordinated support of the SAI of Ukraine.

The Congress also got familiar with the reports of the INTOSAI General Secretariat and the INTOSAI Development Initiative (IDI).

At the end of the meeting, the Congress adopted the Jerusalem Declaration, which assumes as follows:

"By 2030, EUROSAI will strive to strengthen the SAI community, becoming a leading organisation and the main source of knowledge and tools used in the work of SAIs, for the benefit of its members and citizens of the region. To remain a professional, relevant and leading organisation, EUROSAI must regularly evaluate its performance to make sure it meets the interests and needs of its members."
