There are approximately 96 orphans in Poland. The majority of them are the so-called social orphans, that is the children whose parents live but do not take care of them. Simultaneously, a long waiting time for the court’s decision and complicated procedures are demotivating for persons who want to adopt a child. In extreme cases families wanting to take care about children are given the right to do that only after a child already goes to school. Is it possible to make it shorter?
The NIK Branch in Wrocław will have a closer look at the adoption issue. The audit will cover the whole system of assuming parenting in the Lower Silesia. The auditors will specify risk areas and indicate possible solutions. They will verify how the candidates for adoptive parents are being prepared and how the procedure of verifying them works. They will also take cooperation between adoption centres and family courts under the microscope.
The audit was preceded by an experts panel. NIK invited representatives of the authorities, social welfare centres and non-governmental organisations. Together with inspectors the meeting participants discussed details of the planned audit. Their comments will be part of the audit plan.
