On 7 March, in the seat of the Business Centre Club a sector conference on the public procurement market was held. The symposium organised by the BCC was a response to alarming signals of companies being the club members. Large infrastructural investments prove to be of benefit to the economy but can also be dangerous to the process participants.
”A well-functioning public procurement system supports the management of state issues and contributes to the citizens’ increased confidence in the state. To make sure the procurement instruments bring expected results, the entire system needs to be comprehensible, transparent and effective” - stressed Krzysztof Kwiatkowski, NIK President. The Head of NIK underlined that clear principles of the system operation will effectively prevent potential malpractices. Public procurement is a tool to achieve economic and social goals. Public contracts build up the state competitiveness and stimulate employment. Krzysztof Kwiatkowski talked about changes that could streamline the public procurement system. He pointed to the need for making procurement procedures more flexible, reducing the number of formalities in the proceedings and allowing the use of the lowest cost criterion, instead of the lowest price. Krzysztof Kwiatkowski noted that with regard to the European Parliament adopting three directives on awarding classical and sector public procurements and licences it proved essential to urgently implement the directives to the Polish legal framework. It seems necessary to develop a new public procurement law that would be more transparent and comprehensible not only for public sector entities but also for private companies.
