Eastern boarders of the three countries have become the external eastern border of the European Union, therefore their appropriate functioning, including provision of necessary epizootic safety measures, is vital to the whole European Community. The trilateral audit, organised on the initiative of the Polish NIK, is aimed at checking whether epizootic safety is properly ensured in the three countries.
During the second working meeting (the first was organised in Warsaw in mid-February 2010), the audit team shared information on the progress of audit work in each country, including findings of the audits already performed. The SAI of Lithuania informed about the audit carried out at the border veterinary inspection post at the Vilnius Airport and about planned audits of land border checkpoints with the Kaliningrad Region, the Russian Federation and Belarus, where transit of animals is really intense. The SAI of Poland is progressing with its audit, started in April and interrupted because of flooding, to cover three areas: customs inspectorates with border veterinary inspection posts, monitoring of animal diseases and preparedness of authorities to deal with critical situations. The Polish audit is to cover every border checkpoint of the Schengen border situated in the country. The SAI of Slovakia presented the findings of their audit which revealed that after joining the Schengen Area the country took all necessary measures to ensure epizootic safety. No risks were found at the EU level, which was also confirmed by DG SANCO at the closing meeting in May 2010 in Bratislava.
At the meeting in High Tatras, the participants agreed to exchange the programmes of their national audits. They also decided to develop a draft structure of final common report (in July 2010) and to organise the next working meeting of the team in Vilnius in late September.
