European SAIs on professional integration of the disabled

Auditing of employment of the disabled was one of the themes of the 7th EUROSAI Congress, held in Kraków in June 2008. The NIK initiated an audit in this field in order to implement the recommendations of the Congress. In the audit, 13 countries are involved and the NIK acts as its coordinator.

The international audit is to verify whether the implementation of programmes aimed at supporting the employment of the disabled is effective (i.e. whether the employment of the disabled actually increases). Auditors will also check whether disabled persons who look for a job have an opportunity to improve their qualifications, whether there are trainings for them provided and whether they take advantage of them.

EUROSAI member states apply similar support instruments for the employment of the disabled. However, the proportions between social aid (e.g. financial aid in the form of benefits) and assistance in making the disabled active on the labour market (through programmes, courses or trainings) vary from country to country. The number of persons to whom individual assistance measures are addressed also varies. The results of the audit conducted in 13 countries will provide a valuable source of information on the effectiveness of individual forms of support.

The joint report will be presented at the 8th EUROSAI Congress in Lisbon in May-June 2011. The authors of the report hope that it will identify good practices that may be useful in the implementation of programmes supporting the employment of the disabled.
