The Task Force was officially appointed three years ago at the 7th EUROSAI Congress in Kraków, but its origins date back to 2006, when it started operating as a special subgroup of the EUROSAI Working Group on Environmental Auditing. At the time, its activities focused on the use of the Chernobyl Shelter Fund. In the audit on the Chernobyl Shelter Fund, nine SAIs participated, including the NIK.
At present, the Group has been involved in two audits. The first is related to the safety of sailing on the Black Sea and on the Sea of Azov, while the other - to the use of state funds allocated to prevention of disasters and catastrophes, and elimination of their consequences. Auditing is not the only form of the Task Force’s activity, though, as it has also been developing a set of good practices with regard to auditing of funds allocated to prevention and elimination of consequences of disasters. Moreover, the Group focuses attention on mutual exchange of experience. The meeting in Moscow was to a large extent dedicated to crisis management. At the time of climate changes, state administration bodies must be appropriately prepared for crisis situations, and exchange of experience in the field is of great importance for all countries. Within this topic, a NIK representative presented the Polish rapid response and crisis management system. Other issues discussed at the meeting comprised the effectiveness of international aid and public funds and subventions in the area.
