Capacity building, promotion of professional standards, knowledge sharing and good governance are the four main goals of the Strategic Plan of the European Organisation of Supreme Audit Institutions, EUROSAI, adopted at its latest Congress held in Lisbon on 30 May - 2 June 2011.
The first strategic goal of EUROSAI is capacity building of Supreme Audit Institutions, which consists in developing their competence, knowledge, structures and methodology. In this process, EUROSAI has an important role to play as it allows its member institutions to share good practices with one another.
Promotion of professional standards, namely the ISSAIs - international standards of Supreme Audit Institutions, is another issue of vital importance for EUROSAI, and its second strategic goal. Therefore EUROSAI intends to promote and assist the implementation of the ISSAIs in its member SAIs, by organising seminars and providing translations of documents related to standards.
The third strategic goal of EUROSAI is knowledge sharing. EUROSAI aims to develop cooperation, in this way facilitating experience exchange among its members, within INTOSAI and with external partners. This goal will be achieved, primarily, through organisation of seminars and trainings. There are also plans to launch a database on audits conducted by individual SAIs, which could be used as a source of knowledge for others.
Managing EUROSAI in compliance with the principles of good governance and providing effective communication, make the fourth strategic goal of the Organisation.
The EUROSAI Strategic Plan sets out the main goals, but it also identifies, within each of them, key initiatives and methods for measuring their effectiveness.
The Plan has been elaborated by a special task force, composed of representatives of the SAIs of Austria, Germany, the Netherlands, Norway, Portugal, Spain, the United Kingdom and Poland - the chair of the project.
