The state budget execution audits represent more than 50 percent activities carried out by NIK. As early as in January the inspectors start to verify how individual institutions have managed public money. All departments and branches of NIK take part in this undertaking. ”Why should ordinary citizens be interested in that? Because it’s about their money” - says Wojciech Misiąg, Vice-President of NIK.
Vice-President of NIK Wojciech Misiąg about the budget audit
The budget execution audit helps to answer the question if the money of citizens which they passed on to the state, has been used properly. ”We check if people have received the value for money” - explains Vice-President of NIK. And he mentions that e.g. state schools, health care or services responsible for clearing snow of the streets are paid from the state budget. ”There will always be too little money in the budget. But the better it’s managed, the bigger the chance that the state will function better and provide better services to the public.
NIK conducts the budget audit every year. However, none of them is the same. ”We always try to identify on-going problems and verify what is important or even shocking for people.” - says Misiąg. For instance, last year the auditors checked if the public institutions paid the radio and TV licence fee. ”Since the state requires that from citizens, it should give a good example itself”.
Following the budget audit two documents will be developed. The first one will be a detailed analysis of the execution of the state monetary policy guidelines. The second one will include an opinion on the vote of approval for the Council of Ministers for the budget execution. The President of NIK will present both documents at the plenary session of the Sejm of the Republic of Poland in summer this year.
