The CAO did not manage to collect documents from civil aviation companies Jet Air and its successor OLT Express Regional, like financial statements confirmed by an expert auditor, certified copies of aircraft spare parts insurance or information on changes in the companies’ capital structure. The documents were needed to evaluate observance of licence terms by the entities.
Besides, the CAO granted licenses to OLT Express Regional and Yes Airways with a breach of the law. Firstly, the Civil Aviation Office failed to verify statements of the management board members of OLT Express Regional, as required by the law. And secondly, the scope of operations of Yes Airways defined by CAO did not correspond with the scope specified by the air carrier in the certificate. According to NIK, all that, especially the ineffective supervision, resulted in delayed suspension of operations of companies that did not comply with the license terms. The CAO activities subject to the NIK audit were carried out from April 2011 to the end of February 2012. Some aspects of the CAO audit have become part of the audit on granting civil aviation licenses which is conducted at the moment.
