In the years 2004-2010, over PLN 11.1 million were spent on the acquisition of IT solutions for the Ministry of Treasury, out of which PLN 7.1 million were designated for the Integrated IT System (ZSI) - the basic tool necessary for the Ministry to perform its tasks.
NIK auditors have found that the ZSI is not a reliable source of information on the volume and value of the Treasury’s assets, and that it does not allow for recording the assets properly. It is due to the fault of one of the system modules, which does not allow for identifying those elements of assets that require special principles of recording, such as, for example, cultural achievements, archive resources, roads, minerals, forests and Treasury liabilities. As a result, these elements are recorded outside the system, with the use of simple tools, such as Excel spreadsheets and Access databases. Data is entered manually, on the basis of information sent by the interested parties, therefore the very procedure does not guarantee the reliability of data. Since it is possible to interfere with the data, a risk of error or intended forgery is involved.
NIK auditors have discovered a system error of the ZSI at the very stage of data entering, while the system itself was found to distort information provided by companies supervised by the Ministry. Additionally, employees of the Ministry frequently introduce additional errors while entering data from paper or electronic documents manually. As a result, all information on those companies has to be checked anyhow in source documents.
Employees of the Ministry do not take advantage of the solutions that the ZSI provides, despite numerous training events that they had. For example, they do not use the Oracle Discoverer, a special software to generate reports, and instead they manually introduce data from the system to Excel spreadsheets. Lists generated in this way do not provide reliable information, while employees of the Ministry waste a lot of time.
The NIK has also criticised the Ministry for the lack of initiative with regard to IT solutions, which is reflected in the low level of the use of ZSI and in tardiness in elimination of the system’s faults.
