NIK informed the President of ZUS that the conduct of public procurement proceedings by ZUS for the support, use and maintenance of the Comprehensive IT System did not guarantee compliance with the rules of fair competition and equal treatment of contractors under the public procurement law.
According to NIK findings, both in 2010 and in 2013, ZUS employees participating in the said proceedings were in such a factual or legal relationship with bidders which could have given rise to justified doubts as to their impartiality.
ZUS has now 21 days (starting 9 June 2014) to file objections that will be reviewed by the Council of NIK. Only then the information provided to ZUS President in the post-audit statement will become valid findings of NIK.
