NIK does not question the legality of such actions taken by the Council. The Supreme Audit Office points out, though, that the Council should provide clear-cut arguments in the rationale for its decision showing that it is of vital public interest to spread licence fees in instalments. The entities which had the licence fees spread in instalments by the National Broadcasting Council are among others some broadcasters from the first multiplex (MUX-1).
