NIK on the Police IT projects

The audit results show that the since 1 January 2013, CSS has been in place and used particularly by the Police forces on duty all over Poland. The Police had some problems to properly use the EU funds, mainly due to procedural issues in cooperation between the National Police Headquarters and the IT Projects Centre reporting to the Ministry of the Interior.

Expenditures for the CSS development of above PLN 67 million were covered from domestic funds, apart from one access equipment agreement. Before two months, only 3.1 percent of the planned EU funds (PLN 1.8 million) was used. In line with the co-financing agreement, the rest of the money from the EU structural funds can be used by 31 December 2013. NIK says there is a high risk that a big part of the financing will be unused.

The E-posterunek project was provided for use to the Police units already in 2010. The NIK audit revealed that the system does not function fully in all of them. In some it was used in less than 10 percent of proceedings. Certain functionalities were not delivered to the Police officers at all.

Besides, the Police did not ensure proper protection of data gathered and processed in the system. In some of the audited Police units their commanders took effective, independent actions and properly secured the personal data processing. In certain units, though, personal data of participants of preparatory proceedings were processed in E-posterunek without properly protecting the computers, which was a breach of Art.36 section 1 of the Personal Data Protection Act and Ordinance of the Ministry of the Interior of 29 April 2004.

The E-posterunek project was carried out without keeping the proper sequence of activities. First, the telephone and computer-based application was ordered and collected and then transferred for use to the Police officers. Only afterwards were the analyses of legal, financial and technical conditions of implementing that tool started.

Decisions concerning the project development were taken one-sidedly by the logistics division of the National Police Headquarters. No reliable consultations were made with core units of the Headquarters, nor were the needs of end users (officers in poviat and province headquarters of the Police) properly diagnosed.
