The daily refers to the draft act on the reductions in public offices in the years 2011-2013. The first reading of the draft is scheduled for the end of November.
The planned reductions stand at about 10 percent of the administration employees and they are to cover over 1,000 persons in ministries and some 6,000 in tax offices. They are to bring about PLN 1 billion of savings in 2013 and PLN 1.8 billion in the following year.
The first proposals for employment reductions in the public administration were presented already in August 2009, but the government resigned from them because of procedural reasons and resistance of the institutions in question. In the new proposal, the list of institutions to be covered with layoffs is much shorter and the NIK is not on in any longer.
The criteria on the basis of which employees will be dismissed have not been revealed. There is a fear that these may be mostly young people with little experience in the administration. If officials were subject to regular and fair evaluations, selection would be natural as the worst ones would leave themselves because of low salaries, says the article in the "Rzeczpospolita" daily.
