The declaration was signed at the meeting of the EUROSAI Presidium in Cracow. The parties to the agreement declared their willingness to develop cooperation, improve mutual communication and exchange of auditing experience, as well as to strengthen the independence of SAIs. Each signatory believes that a professional and efficient state audit carried out by an independent institution is a fundamental element of a contemporary democratic state.
The agreement is aimed to strengthen current relations within the European Organisation of Supreme Audit Institutions EUROSAI and the International Organisation of Supreme Audit Institutions INSTOSAI, as well as the multilateral and bilateral cooperation. The Presidents of the three SAIs are convinced that the Cracow Declaration will constitute a basis for new cooperation initiatives.

The Declaration of Partnership and Close Cooperation was signed on 13 July 2017 in Cracow by Miloslav Kala, President of the Czech Supreme Audit Office, Seyit Ahmet Baş, President of the Turkish Court of Accounts and Krzysztof Kwiatkowski, President of the Supreme Audit Office of Poland.

EUROSAI Presidium discussed the execution of the Strategic Plan for 2017-2023. The Presidents approved the timeframe for the implementation of the Plan and ascribed individual SAIs with responsibility for particular objectives.
The delegations paid their respects to the late President Lech Kaczyński (former President of NIK) and his wife Maria Kaczyńska, and laid flowers at their grave at Wawel. The Presidium of the EUROSAI Governing Board also met with the President of Cracow, professor Jacek Majchrowski, and visited the local Regional Branch of NIK.
