Poland’s experience important for Eastern Partnership

On 26 and 27 June 2014, a two-day meeting was held devoted to the Polish experience from the transformation period. The event was attended by representatives of Polish institutions and delegates from the Eastern Partnership states: Belorussia, Georgia, Moldova and Ukraine. All of them were trying to find answers to questions related to system changes: which solutions proved right, what failed and what could have been done differently.

The meeting was divided in two parts. One of them was related to the strategy of the transformation process and establishment of independent institutions, the other one dealt with the private sector development. During the first part, NIK President Krzysztof Kwiatkowski talked about the fight against corruption and NIK’s role in this process. ”The Supreme Audit Office considers the fight against corruption as an integral part of its mission and a duty towards the public and the legislative” - underscored the Polish SAI Head. He pointed out that audits conducted so far shed light on four main corruption-prone mechanisms: arbitrariness and intransparency of proceedings, conflict of interests and the absence or weakness of management control. The EU anti-corruption report published by the European Commission highlighted the corruption risks in each EU member state. In case of Poland, suggestions were made that transparency should be ensured in the public procurement sector and in healthcare. 82 percent of Polish people considered corruption a wide-spread phenomenon” - said the NIK Head.
