
Upon the request of the Slovak SAI (which currently heads the V4+2 SAIs) NIK will present its implemented ”Quality Management System” at a special meeting. Having been familiarised with the said system, as well as the preparation procedure of the ”NIK Work Plan”, the Slovak colleagues are willing to use the solutions in their institution. A relevant visit of the NKU representatives in NIK will be organised.
The meeting in Starý Smokovec, Slovakia, was also dedicated to joint parallel audits that are being conducted by the Polish and Slovak auditors, who are, for instance, currently examining the operations of the International Biosphere Reserve ”Eastern Carpathians”. The audit is also participated by the Accounting Office of Ukraine.
Moreover, Poles and Slovaks are auditing the support for tourism by means of the EU funds. According to the arrangement made, a final report is going to be prepared, when the audit is finished. Furthermore, yet another joint audit is possible - the project concerns water management in tourist centres. The activity of such facilities is not only the reason for a huge water usage (comparable to the industrial consumption), but also results in water pollution.
The heads of both SAIs exchanged knowledge and expertise. President Kwiatkowski presented the annual audit planning process at NIK (risk analysis, quality assurance, analytics), the ”Quality Management System” of the audit process, as well as the financial employee motivation system and NIK cooperation with the lower house of the Polish parliament - the Sejm (appointment of the members of the Council of NIK, appointment of NIK top-management, presentation of the results of the state budget execution audit at plenary sessions of the parliament, presentation of NIK audit reports at meetings of parliamentary committees, suggestions related to the amendment of the law submitted by NIK).
Both delegations also discussed the forthcoming meeting of the heads of the SAIs of the Visegrad Group, the so called V4+2 Group, which comprises the Czech Republic, Hungary, Poland, Slovakia, as well as Austria and Slovenia. The Supreme Audit Office of the Slovak Republic will host the next meeting in September 2017. At the meeting the audit planning process and the quality assurance system implemented at NIK will be presented.
