Out of 5,000 complaints filed with the NIK in 2010, as many as 1,775 were related to the functioning of public offices, mainly self-governmental. Almost half of those complaints concerned the construction industry, municipal services and housing management. Citizens also pointed out irregularities in the functioning of construction inspection bodies, architecture administration and construction administration. In their complaints, citizens listed examples of infringements of the construction law provisions, infringements of administrative proceedings, lack of investment supervision and unlawful building works, as well as delays in decision-making processes.
Some complaints were also related to irregularities in public procurement concerning, for example, purchases of research equipment, weaponry, specialist vehicles for forestry and emergency services, IT-services, property sales and construction of facilities for Euro 2012 Football Championship.
Citizens also addressed the NIK with complaints about helplessness of public administration offices in the face of floods. According to flood sufferers, state and local governmental bodies were not prepared to take efficient and prompt actions against natural disasters. Activities of officials before and during floods, as well as during the removal of flood effects, were judged negatively.
What else did Polish citizens voice their reservations about? The second most complained about group of issues included economic malpractices, misuse of funds and cases of wasted public funds. Interestingly enough, these were also the most complained about matters in the years 2006-2008.
