Study visit of Albanian auditors to NIK

The visit was organised within the 2-year twinning project implemented by NIK. The project aims to strengthen the external audit capacities in Albania. Part of the project activities is devoted to combating corruption and fraud. The study visit rounds up knowledge and best practices in this area that has been shared so far within the project.

The guests were welcomed by Wojciech Kutyła, the Vice-President of NIK, who mentioned the very good co-operation between NIK and the State Supreme Audit Institution. Krzysztof Kwiatkowski, President of NIK, also met with the Albanians auditors. During this meeting, he highlighted the role of Supreme Audit Institutions in eliminating dysfunctional phenomena in the public sphere. He also stressed that the effective fight against the corruption is only possible if there is a general comprehension of all its aspects.

During five days the visitors from Albania will learn about Polish solutions aimed at prevention and tackling irregularities in the public sphere. The Government Anti-Corruption Program, the Polish strategy for the years 2014-2019, is the key document in this area.

The guests will also be informed about the internal control system in the Polish public administration and government. The program of the visit includes meetings and discussions with representatives of the Polish public administration, like the Ministry of the Interior and Administration, Ministry of Finance, Chancellery of the Prime Minister. As a result, the Albanian auditors will have an opportunity for an in-depth analysis of the Polish solutions in this area.

In addition, the guests will observe preventing corruption and fraud at the regional level during a two-day visit to the Regional Branch of NIK in Zielona Góra. They will meet with representatives of the local government and other institutions.

A twinning project involves the exchange of experience and good practices between "twin" institutions in the MS countries and countries under the EU assistance programmes. The projects are funded by the European Commission.

The European Commission selected NIK to implement this type of project in the State Supreme Audit Institution in Albania. This two-year project covers all areas of the Albanian SAI’s activity and includes meetings, workshops, training courses and seminars. Polish and Albanian experts will develop audit guidelines, manuals and conduct pilot audits.
