The key audits of NIK in 2011 – part 1

In a dozen or so reports developed in 2011 by the Department of Science, Education and National Heritage, four turned out to be particularly important and met with great interest of the public. The auditors confirmed e.g. that the number of children who are not admitted to kindergartens is growing. The pre-school institutions which are full try to solve this problem on their own by admitting more children than allowed by the regulations. However, overcrowded groups hamper the development of pre-schoolers and may pose a threat to their safety.

Key audits of NIK pt1

At the Prime Minister’s request, NIK audited preparations for the EURO 2012 tournament. The last NIK report revealed that although there was a progress in preparations, the scale of delays, abandoned initiatives and badly executed investments is so big that it may threaten proper course of the event. Another audit of NIK is pending. Its results will show if the organisers solved the critical problems indicated earlier by the Supreme Audit Office.

The report on the problem of obesity and overweight in children stirred up strong emotions. As many as 18 percent of the Polish schoolchildren struggle with the intensifying civilisation problem. The auditors showed that the preventive measures taken by the schools and public administration are ineffective. For many communes it is still more important what profits the school shops make than what kind of food they offer.

The Poles were surprised to discover that the communes cannot fully use the funds allocated to support the poorest schoolchildren. None of the state institutions knows whether half a billion PLN designated for this purpose every year goes to all the needy children. It is the worst with the support for skilled schoolchildren - nearly a half of the audited communes and schools did not provide for any scholarships for academic merit or sports achievements.

After each audit NIK formulates tens of post-audit findings and checks if they are implemented. The discussed reports were also submitted to the Sejm and evoked great interest of the Deputies.
