Auditors in the face of changing EU economic governance [report from the meeting in Vilnius]

The Contact Committee meeting in Vilnius was devoted to the SAIs’ tasks in the face of such changes in the EU economic management as fiscal treaty or the banking union. The auditors also debated on the SAIs’ role in improving the EU accountability in the context of financial framework for 2014-2020 and the new financial regulation which orders the EU member states to submit statements on the EU funds use, along with an independent auditor’s opinion. The Supreme Audit Office presented its audit report on the data related to the deficit and debt of the public finance sector.

The SAI Heads also had an insight into the Committee’s role in facilitating the SAIs’ participation in the EU legislative procedures. Considering how important it is to review reliability of the source data on public finance, the Committee resolved to conduct a survey in 2014 concerning cooperation of the Supreme Audit Institutions with the National Statistical Offices.

Reports from two international audits were presented during the meeting. They included a cooperative audit on simplifying the principles of implementing structural funds and a coordinated audit on complying with the EU regulation on the movement of waste. NIK took part in both of these audits.

The yearly Contact Committee meeting of the EU SAI Heads took place in Vilnius on 10-11 October 2013. NIK was represented by Krzysztof Kwiatkowski - President of NIK, Wojciech Misiąg - Vice-President of NIK, Jacek Jezierski - Advisor to the President of NIK and Jacek Mazur - Advisor to the President of NIK.

The next CC meeting will be held in October 2014 in Luxembourg. Until then the Committee will be chaired by the President of the European Court of Auditors.

The Contact Committee comprises the Heads of the Supreme Audit Institutions of the European Union and the European Court of Auditors. They meet once a year to exchange knowledge and experience of the EU funds auditing. The Committee activity is supported by permanent SAI representatives (so-called Liaison Officers) who prepare topics for the Committee works and have regular working contact with one another.
