Cooperation agreement between NIK and NKU

The annual Contact Committee meeting is the most important assembly of the EU Supreme Audit Institutions. Attendees share good practices related to the audit of the EU finances and key results of the conducted audits. For instance, last year NIK presented the audit concerning the utilisation of the EU funds for 2014-2020 within the cohesion policy. The Office also examined the effectiveness of corrective actions taken to accelerate the use of such funds, as well as the implementation of operational programmes.

Activity of the Contact Committee is supported by permanent representatives of individual SAIs (liaison officers), who prepare topics being the subject matter of the Committee’s work, and maintain working contact as regards issues important for the CC. Before the June assembly in Warsaw, delegations of the Polish and Czech SAIs met to prepare for the upcoming Contact Committee.

Heads of NIK and NKU also decided to sign a strategic agreement on the cooperation of the Polish and Czech auditors, which will enable to conduct joint trainings, as well as consultations on selected audits, and to exchange best state audit practices. A similar agreement has recently been concluded by NIK and the Romanian SAI.

The cooperation agreement was signed by Miloslav Kala, President of the Supreme Audit Office of the Czech Republic and Krzysztof Kwiatkowski, President of the Supreme Audit Office of Poland.

The Czech SAI is one of the closest partners of NIK. Both institutions together with the Turkish Court of Accounts head the European Organisation of Supreme Audit Institutions EUROSAI, and constitute the team coordinating the implementation of the EUROSAI Strategic Plan.

In 2014 Polish and Czech inspectors audited the cross-border cooperation programmes. On 27 April 2017 Advisor to the President of NIK, Jacek Jezierski participated in a meeting in the Czech parliament on sustainable energy. In 2018 SAIs of the Czech Republic, Germany and Poland conducted the audit of e-commerce. Last June in Collegium Maius in Cracow, Presidents of the three said SAIs held a joint lecture. On 11-12 July 2018 a delegation of the Czech Supreme Audit Office paid a study visit to NIK, which was focused on road construction. President Kala also attended the international conference organized to celebrate the 100th anniversary of NIK.
