Delegation of the Ukrainian parliament at NIK

The main aim of the visit is to familiarize the representatives of the Ukrainian administration with the activity principles of the Supreme Audit Office of Poland, its internal organization and position in the Polish constitutional system. The guests will be briefed on the Office’s role in times of political transition, especially after Poland’s accession to the European Union.

At the meetings the President of NIK, directors of NIK regional branches and departments will explain how an independent Supreme Audit institution functions in practice. NIK management will present the international auditing standards and cooperation between NIK and other state bodies, among others the local government. The seminar participants will also discuss financial and legal results of audits carried out by NIK.

The experience gained during the study visit at NIK will be used to strengthen audit functions of the parliament and the independent audit system of public funds in Ukraine. A successful, full implementation of the Act on the Ukrainian Accounting Office, adopted by the Supreme Council of Ukraine in 2015, will also contribute to an even better cooperation with NIK, fruitfully executed today by means of joint audits and initiatives in international institutions.

The visit of the Ukrainian deputies is a token of the continued support for the Ukrainian reforms, that has been for several years provided by the Supreme Audit Office of Poland by means of trainings, seminars and expertise offered to various public institutions (Accounting Office, Civil Service Office, National Academy of Civil Service, Anti-Corruption Agency, Prosecutor’s Academy) as well as non-governmental institutions (Maidan Monitoring, Open University of Maidan). The visits and meetings also provide the Polish auditors with an opportunity to familiarise the challenges and threats related to a proper functioning of the state.

Deputies to the Supreme Council of Ukraine: Anton Herashchenko, Jaroslav Markevych, Wasilij Omelchenko and Valerii Patskan will also pay a visit to the Polish parliament, where they will meet with the Deputy Marshal of the Senate, Adam Bielan, as well as the chairman of the State Audit Committee, Wojciech Szarama, and its members. Moreover, the delegation will visit the National Security Bureau and meet with its Deputy Head - Dariusz Gwizdała. The parliamentary delegation is accompanied by the Director of the International Relations Department at the Accounting Office of Ukraine - Mr Mihail Tolstanov.

An effective external audit of the public funds is a key issue in achieving progress regarding the majority of areas being subject of the association agreement recently concluded by the European Union and Ukraine. As the integration experience to date shows, an efficiently functioning Supreme Audit Institution substantially contributes to an improved management of the public resources, including the European Union funds - said the President of NIK, Krzysztof Kwiatkowski, announcing the visit of the delegation.
