Digital Europe: challenges and opportunities for the EU SAIs

Digital single market is one of the European Commission’s priorities. It is forecasted that its implementation may result in hundreds of thousands of new workplaces. The Commission launched the implementation of its digital single market strategy in May 2015. The DSM Strategy is built on three pillars:

  1. Access: better access for consumers and businesses to digital goods and services across Europe;
  2. Environment: creating the right conditions and a level playing field for digital networks and innovative services to flourish;
  3. Economy & Society: maximising the growth potential of the digital economy.

The programme is focused to increase Europe’s capacity regarding High Performance Computing, artificial intelligence, cybersecurity and interoperability.

Participants of the Troika meeting in Warsaw agreed that it is worth to present selected elements of the digitisation strategy at the seminar in June. Heads of SAIs should be able to define areas of the digitisation law that influence the operation of their institutions, and specify topics to be audited. Exchange of experience on digitisation audits conducted by the national administration and the EU so far, is also of great importance. All these issues will be reflected in the discussion at the CC meeting in June in Warsaw.

NIK President stressed that NIK will be happy to use the advice of SAIs that previously organised the CC meetings - European Court of Auditors and the State Audit Office of Croatia. Krzysztof Kwiatkowski also informed that the general session of the CC will be moderated by the Auditor General of Finland, Tytti Yli-Viikari, and one of the so called in-camera sessions - by the President of the Czech SAI, Miroslav Kala.

Contact Committee (CC) - an assembly of the heads of the EU SAIs and the European Court of Auditors that is to facilitate their cooperation, as well as exchange of knowledge and experience regarding the audit of the EU funds and other EU-related matters. Activity of the CC is supported by both permanent representatives of the EU SAIs (liaison officers) and working groups comprising experts from the EU SAIs. Meetings of the Contact Committee - heads of the EU SAIs, take place annually. This year the CC is chaired by the Supreme Audit Office of Poland, therefore the June assembly will be organised in Warsaw.

Troika is one of the CC bodies, which supports the Committee in its mission and provides effective communication between its assemblies. It meets and communicates at the level of liaison officers - permanent representatives of individual SAIs, who prepare topics being the subject matter of the Committee’s work, and maintain working contact as regards any important issues.
