The candidacy of Uczkiewicz is a result of priorities adopted by NIK President Krzysztof Kwiatkowski. In the coming years NIK is going to have a deep insight into the way Poland uses the EU finances in the new budget perspective 2014-2020. Nearly EUR 106 billion obtained by Poland will be subject to special restrictions. Failure to comply with the EU regulations may result in the loss of money for a given project without the possibility of changing a defective project into a new, better prepared one. That is why, the NIK audits checking compliance with the EU budget norms while preparing and implementing projects of different types, especially the largest ones, are so important.
President Kwiatkowski resolved to establish a special unit in NIK, dealing with the planning and conduct of audits related to the use of the EU funds allocated in the new budget perspective. The President wants to entrust the task to create that unit, supervise and coordinate its works to Jacek Uczkiewicz - the first Polish representative in the European Court of Auditors (2004-2010). Previously, Uczkiewicz was a member of the Polish delegation to the Parliament of the Council of Europe (1993-1995), Vice-President of NIK (1995-2001), and since 2001 - the General Inspector of Financial Information.
Jacek Uczkiewicz started to work in ECA in 2004. He was the first representative in that audit institution, the most important one in terms of the EU funds spending. For six years he supervised audits of the European Commission budget and participated in the ECA reforms. Considering his experience and competences, the President of NIK requested the Speaker of the Sejm to appoint Uczkiewicz Vice-President.
The existing Vice-President Wojciech Misiąg is to return to his previous function of the President’s Advisor and be responsible among others for the budget audit.
