NIK about financial economy of cultural institutions of Warsaw

In 2018-2020 (first half), the Capital City of Warsaw subsidised cultural institutions in line with applicable law. The process was not always transparent, though. Subsidies for investments were granted based on standardised principles. But there were no regulations setting out the principles of subsidising tasks and programmes. As a result this process lacks transparency and poses a risk of allocating public funds on a discretionary basis. At the same time, it happened that cultural institutions spent and settled those funds against the law. In all 10 audited institutions, NIK identified irregularities of different kind and scale. The most significant and most frequent ones were related to exceeding costs set out in financial plans as well to paying allowances, bonuses and rewards for the cultural institutions’ managerial staff, in breach of the law.
