Poland still cannot launch the gas port in Świnoujście, or receive liquefied gas supplies and transfer it to recipients because the companies responsible for key works related to that investment failed to complete some of their tasks properly. Also the supervision over the LNG terminal construction process on part of relevant ministries proved insufficient. As a consequence, the gas port in Świnoujście was not handed over by the end of June 2014 (which was the deadline agreed with the general contractor), not even by the end of 2014 (which was the deadline set out in the annex to the agreement). NIK negatively evaluates the investment delays.
The LNG regasification terminal in Świnoujście, along with the installations, machines and facilities essential for its launch and functioning, was not handed over by the end of 2014, that is by the deadline when the start of LNG supplies for the Polish Oil and Gas Company (PGNiG SA) was scheduled.
The delays in the gas terminal opening in Świnoujście put off the deadline to start receiving LNG supplies from Qatar and pose the risk of losing EU funds used to co-finance the investment.
