The companies established by municipalities focus too much on commercial activity instead of performing public tasks, such as water distribution, sewage disposal, housing or public transport. In the long run, the purely commercial activity run by companies may breach the fair trade rules and give rise to suspicions of favouring municipal companies in their attempts to win a public tender. Local governments ineffectively exercise owner supervision over these companies and hence half of them bring losses. At the end of the day, it is the citizens who pay for that.
