CITS is the key IT system in ZUS, helping to calculate pension and disability allowances. The tender winner built the system in the mid-nineties and has won tenders for its maintenance ever since.
NIK will check how the tender for the maintenance of the Comprehensive IT System in ZUS was organised and conducted. NIK will look into the terms of reference, trying to answer the question if the impartiality criteria were complied with or if the agreement guaranteed that the CITS would operate effectively.
NIK is going to use findings of the Chancellery of the President of the Council of Ministers which carried out its own audit in ZUS. However, the Chancellery proceedings were not directly related to the tender for the CITS maintenance.
NIK auditors have already found all essential documents in ZUS concerning both the tender for the CITS maintenance and the tender for the CITS modernisation with regard to changes that are now being implemented to the Polish pension scheme. These documents are currently subject to an in-depth analysis.
Both tenders will be investigated as part of the ZUS budget audit but also, in some aspects, within the audit of how ZUS is prepared to implement changes to the pension scheme.
