NIK recommends that the Minister of Health considers far-reaching reforms. According to NIK, what is needed is an in-depth, comprehensive and urgent analysis of hospitals’ adjustment to the patients’ real needs. NIK also recommends developing a method of contracting out services where the quality and availability of services in a given area will be the key criterion. This should make contracts with hospitals free from local pressure attempts.
NIK has also requested the Minister of Health to take steps in agreement with the President of the National Health Fund with the aim to guarantee:
- full transparency of negotiations;
- reliable valuation of contracted services;
- proper screening of bids by NHF;
- major overhaul of schedules to ensure timely issue of essential laws and planning of negotiations in a way to prevent their accumulation and to enable timely and reliable conduct of tender procedures;
- more active involvement of NHF President in subsequent contracting stages carried out in provincial branches of the Fund.
- Improvements of the system of audits conducted by NHF with the service providers with whom contracts were concluded.
