NIK on Masurian Landscape Park

NIK Branch in Olsztyn audited the Masurian Landcape Park (MLP) in terms of managing properties received from the Agricultural Property Agency (APA) and local governments at the poviat level, acting on behalf of the State Treasury. The MLP activity was evaluated negatively. A report of the breach of public finance discipline was sent to the Commissioner for the Discipline of Public Finance as 569.1 ha land worth at least PLN 1.35 million was not included in the inventory.

The management of the Masurian Landcape Park provided its properties free of charge and without the APA President’s consent e.g. to various entities despite the fact that they received EU grants for agricultural activity. The Park Management also signed a property lease agreement that was unprofitable for MLP. In many cases the Park incurred extra costs by paying taxes for properties provided to other entities.

NIK auditors also highlighted essential gaps and deficiencies in the documentation which was related to poor work organisation and improper supervision of the Park: the management knew nothing about the land of over 500 hectares (theoretically under its management) or about the fact that effective bans were being breached in its bird reserve.
