NIK on social protection contracts

NIK has verified how social welfare centres execute social protection contracts. These are covenants concluded with persons in need to overcome their difficult life situation. According to NIK, the contracts are still not very effective. From 2006 to 2010, in 35 social welfare centres covered by the audit only 30 percent of contracts brought tangible effects. In the period 2011-2012, their effectiveness went down to about 15 percent. It means that the agreements helped on average every seventh person to become independent. On the other hand, the unemployment rate in the group of persons covered by the contracts increased three times.

A properly drafted contract should help persons in need or their families to find ways out of a difficult situation. It is supposed to stimulate them into activity, make them believe they can manage by themselves and give them access to necessary consultancy, training and financial aid. Type A of the social protection contract aims at solving a difficult life situation of a person or family, whereas type B contract is to help an unemployed beneficiary of social welfare to become more active and independent in their private or professional life and also prevent their social exclusion. In the past four years, the average of about 70-80 thousand social protection contracts have been concluded each year. In 2012, a bit more than 83 thousand agreements with 130 thousand persons were singed.
