The key point of the visit of NIK President in Luxembourg was the meeting with the ECA President, Vitor da Silva Caldeira. The presidents of both institutions discussed the possibility to develop the cooperation between NIK and the ECA, including, inter alia, continuation of ECA workshops for NIK auditors.
By this occasion President Caldeira presented the reform strategy of the ECA functioning. Its aim is to conduct audits on the project basis, by appointing the audit teams in an ad hoc manner. This means a significant change with regard to the current ECA functioning model, according to which audits are carried out by permanent audit departments. Nowadays NIK functions in a similar way.
The talks also dealt with additional training support for the Accounting Chamber of Ukraine. According to President Kwiatkowski all SAIs of the EU member states should be involved in this form of help. NIK is particularly interested in cooperation with the ECA in this area.
The NIK President also met with Poles working in the ECA and representatives of the European Court of Justice - Marek Safjan, Judge of the European Court of Justice and Maciej Szpunar, Advocate-General at the Tribunal of Justice. By courtesy of the Polish Ambassador in Luxembourg Bartosz Jałowiecki, a debate was organised in the embassy, in which President Kwiatkowski and Poles living in Luxembourg took part. The discussion concerned challenges that Poland is facing as a consequence of its modernisation.
