NIK supports development of the state audit in Moldova

On 6 December 2019 Vice-President of the Supreme Audit Office of Poland, Małgorzata Motylow, participated in the celebrations organised to honour the 25th establishment anniversary of the Moldovan Court of Accounts. The event was also attended by other close partners of the Court: SAIs of Turkey (President of the EUROSAI Governing Board), Latvia, Sweden and Romania. Speaker of the Moldovan Parliament, Zinaida Greceanîi, was present at the anniversary celebrations, too. In her opening address Ms Greceanîi stressed the importance of a supreme audit institution in a democratic state of the law. She also mentioned authority, public trust and independence as the main features defining the Moldovan Court of Accounts.

Vice-President of NIK, Małgorzata Motylow, congratulated the President of the Moldovan Court of Audit, Marian Lupu, on the anniversary, and noted the excellent bilateral cooperation and similarities between the two institutions:

  • Both SAIs operate on the basis of legal acts adopted in 1994 – NIK was at the time headed by professor Lech Kaczyński;
  • Both SAIs cooperate in the Governing Board of the European Organisation
  • of Supreme Audit Institutions EUROSAI – NIK as its Vice-President, and the Court as Member;
  • The SAIs signed cooperation agreements – in 2008 in Kraków and in 2018 in Warsaw;
  • SAI of Moldova and NIK are parties of the cooperation and partnership declaration signed in the Polish Sejm in 2015.

Małgorzata Motylow, also declared, on behalf of NIK President, Marian Banaś, that the Office, its experts and training centre are ready to welcome Moldovan auditors and to conduct further exchange of expertise, in order to audit the public expenditure even more effectively, as well as to adjust the accounting and reporting standards to the modern requirements of EUROSAI.

In 2020, NIK together with the Turkish and Latvian SAIs will conduct a peer review of the Moldovan Court of Accounts. Ms Motylow thanked for the invitation to join the project, which is a token of trust and honour for NIK.

President of the Moldovan Court of Accounts, Marian Lupu, thanked all employees for their work, all partners and stakeholders of the SAI for cooperation, and hoped for further effective development of the Court.

Attendees also participated in a plenary session of the Moldovan Parliament, where they were introduced to the MPs. Later the guests took part in a discussion with the Speaker of the Moldovan Parliament, exchanged experience and good practices regarding the cooperation of SAIs with the parliaments. Vice-President of NIK, Małgorzata Motylow, noticed the significance of the cooperation with the Polish parliament, especially concerning the implementation of post-audit conclusions and recommendations. Ms Motylow also stressed the importance of audit results for the parliament, and the cooperation with the state audit committee. A similar committee has recently been appointed in Moldova. To conclude the meeting, President Lupu thanked the Speaker of the Moldovan Parliament for good cooperation with the SAI of Moldova, and presented the changes that are intended to be introduced at the Court during his term of office.
