President of NIK in the Senate

Krzysztof Kwiatkowski participated in the conference organised by the Senate of the Republic of Poland, devoted to the position and role of that institution. The President of NIK also reminded the Senators about the report of the Institute of Public Affairs, published seven years ago, which pointed to two significant weaknesses of the Polish democracy: firstly,  more than two hundred decisions of the Polish Constitutional Tribunal were not executed and secondly, plenty of NIK’s proposals were not implemented.

The former weakness was removed thanks to the Senate’s legislative initiative. Today the great majority of the CT decisions is implemented on a current basis. In the past years, NIK has filed 114 law change proposals to refine and tighten effective legal provisions. Only one fourth of them were implemented. ”Therefore, I suggest close cooperation and ask the Senators to pay special attention to de lege ferenda proposals of the Supreme Audit Office, so that they’re handled in the same way as the CT verdicts” - said Kwiatkowski.

NIK’s proposals to change the law concern vital social issues. A last week’s example: the audit on special services using telecommunications data revealed that the Polish people’s privacy is not protected enough. The law needs urgent corrections in this area. ”That’s why, I think that improving regulations is so important.
