Representative of Poland chairing ECA’s Chamber I

The European Court of Auditors audits the EU budget execution in terms of both income and expenditure. The ECA is chaired by the President elected by the Court’s Members representing individual EU countries for a three-year, renewable term of office. The President is the first among equals (primus inter pares). He or she chairs the ECA meetings, makes sure the ECA decisions are put into effect and keeps proper management and functioning of the ECA under scrutiny.

The ECA is divided into five chambers, to which individual members and auditors are assigned. The members of each chamber elect its Dean for a two-year, renewable term of office. The Dean of each chamber automatically becomes a member of the ECA’s Administrative Committee. The four chambers are responsible for auditing relevant areas being beneficiaries of the EU funds. Additionally, the fifth chamber (called the CEAD) handles coordination, evaluation, assurance and development.

Augustyn Kubik, a Member of the European Court of Auditors representing Poland, was appointed the Dean of the ECA’s Chamber I. This Chamber deals with audits in agriculture, natural environment, fishery and health, looking into over 40 percent of the whole EU budget.

Mr. Kubik is a graduate of the University of Economics in Katowice. He also completed postgraduate studies in the EU tax law from the Nicolaus Copernicus University in Toruń. He has the mandates of the expert auditor (1996), the tax advisor (2003), and the internal auditor (2003).

In 2007, Augustyn Kubik became an Advisor to the President of the Supreme Audit Office. In May 2010, he became a Member of the European Court of Auditors (formally remaining an employee of the Polish SAI).
