Senate works on NIK’s proposals

In December, during the meeting of Senate Marshall Bogdan Borusewicz and NIK President Krzysztof Kwiatkowski it was agreed that senators would lay special emphasis on NIK’s proposals to change the law. Today the Human Rights, Rule of Law and Petitions Committee has started to work on NIK’s recommendations on phone records. In its post-audit report the Supreme Audit Office made the following proposals: 

  • to create a catalogue of cases for which telecommunications data may be acquired by special services so as to make sure the scope and purpose of the data requests are specified precisely;
  • to establish external audit of the process of acquiring data from phone records;
  • to introduce instruments enabling destruction of acquired data when they are no longer needed for on-going proceedings;
  • to develop reporting mechanisms to make sure the information on the scope of acquired telecommunications data is reliable.

The senators have considered all of NIK’s proposals and started to work on draft amendments to the acts that will help structure the ways of acquiring and processing phone records.
