Praktyczne aspekty zarządzania instytucją administracji publicznej – Zakład Ubezpieczeń Społecznych

Artykuł przedstawia wybrane aspekty kierowania instytucją administracji publicznej w perspektywie teorii Nowego zarządzania publicznego (ang. New Public Management). Autor, opierając się na doświadczeniach własnych, stosuje matrycę pięciu strumieni władzy, aby przybliżyć wyzwania związane ze sformułowaniem spójnej, mierzalnej strategii przekształceń oraz strategii rozwoju, a następnie te, które dotyczą realizacji celów strategicznych. Jako metodę badawczą przyjął analizę studium przypadku, która odnosi się do jednego dużego podmiotu – Zakładu Ubezpieczeń Społecznych.

ABSTRACT

Practical Aspects of Public Administration Institution Management – Social Insurance Institution

The article presents practical aspects of managing a public administration institution from the perspective of the New Public Management. The author, basing on his experience in managing a public administration entity, presents the challenges related to formulating a coherent, measurable strategy of transformation and development, and then – to the implementation of strategic goals in everyday public institution
management. The research method adopted is a case study – the most adequate, because it refers to one large entity – the Social Insurance Institution (Polish: Zakład Ubezpieczeń Społecznych, ZUS). This largest administration entity has experienced significant transformation with regard to management, based on the approach using the New Public Management, and the sustainable results charter, as well as other
theories: strategic management and change management.
