Globalizm światowy w dziedzinie ekonomii sprawia, że do integracji (łączenia się w procesie wspólnego działania) dochodzi na różnych poziomach, a więc przedsiębiorstw, branż i regionów gospodarczych, nawet gospodarek narodowych. To nie tylko obniża koszty ich funkcjonowania, ale także uelastycznia zarządzanie oraz sprzyja sprawniejszej analizie otoczenia konkurencyjnego. W efekcie łatwiej dostosować firmę do dokonujących się zmian. Artykuł przedstawia ideę wprowadzenia procesu integracji poziomej i pionowej w administracji skarbowej w Polsce po roku 2015, która wzmocniła efektywność jej działania, ściągalność podatków (w szczególności VAT) oraz efektywność procesu zarządczego. Autorzy odnoszą się do pojęcia efektywności organizacyjnej, opisują rozumienie w literaturze przedmiotu procesów integracji poziomej i pionowej oraz przedstawiają różne przykłady sektorów gospodarki i usług, w których w ostatnich dekadach dokonano integracji.

ABSTRACT
Horizontal and Vertical Integration Processes – Increasing Effectiveness in Economy and Public Institutions
Scientific literature provides the results of various analyses of the impact of integration on organisations’ functioning. Not all of these give positive results, although the majority, regardless of the type of integration introduced in an organisation (institution), have brought positive results. The authors describe introduction of a horizontal and vertical integration process in the tax authorities in Poland after 2015, which strengthened the effectiveness of their functioning, providing an improvement of the control of the functioning and tax collection (especially VAT), and of the effectiveness of the management process. At the beginning, the article refers to the notion of organisational effectiveness and discusses the understanding of the horizontal and vertical integration processes. Then, various examples are presented of economy sectors and services where, over the last decades, the integration process has been implemented, and finally the article present the idea of integration in the tax administration in Poland after 2015.
