Przygotowanie państwa na zagrożenia hybrydowe – konieczność natychmiastowych działań

Niepewna oraz komplikująca się coraz bardziej sytuacja międzynarodowa: kryzys graniczny na wschodzie Polski, wojna w Ukrainie, konflikt na Bliskim Wschodzie, rywalizacja USA i Chin sprawia, że coraz częściej kontestowana jest kwestia bezpieczeństwa państwa, rozumiana jako brak zagrożenia. Artykuł podejmuje kwestię przygotowania naszego kraju do współczesnych zagrożeń, które mają znamiona hybrydowości. Jej potoczne, jak i słownikowe rozumienie kierują uwagę na coś, co składa się z różnych elementów, często do siebie niepasujących, będących połączeniem wielu form o niejednoznacznym, eklektycznym i/lub trudnym do zaklasyfikowania charakterze. Autorzy stawiają tezę, że Polska, jako państwo, nie jest przygotowana na zagrożenia hybrydowe. Do jej weryfikacji posłużą wyniki wybranych kontroli przygotowanych i koordynowanych przez Departament Bezpieczeństwa i Porządku Publicznego NIK. W celu lepszego zobrazowania i zrozumienia opisywanych niebezpieczeństw oraz wyników wskazanych kontroli, przedstawiona została istota i charakter zagrożeń hybrydowych, jak też ich wybrane definicje oraz przykład ataku hybrydowego, a także rola systemu zarządzania kryzysowego.

ABSTRACT

Preparing the State for Hybrid Threats – Need for Urgent Actions

The uncertain international situation that is getting more and more complicated over the last years: the crisis on Poland’s eastern border, the war in Ukraine, the conflict in the Middle East, the competition between the USA and China – makes the issue of the State’s security being questioned and stopped being considered as the lack of threat. In the light of serious geopolitical challenges, the article discusses our country’s preparedness for contemporary threats of hybrid nature. Both the common and the dictionary understanding of the notion of ‘hybridism’ refer to a thing composed of various elements that often do not match, a combination of numerous forms of ambiguous, eclectic, mixed and/or difficult to classify nature. The authors make a thesis that Poland, as a state, is not prepared for hybrid threats. To verify this theory, the results of several audits are used, selected from those conducted by the Department of Public Order & Internal Security of NIK. So as to better illustrate and explain the dangers and audit findings presented, the essence and nature of hybrid threats are described and several selected definitions of a hybrid attack, as well as the role of the crisis management system.
