Utworzenie i funkcjonowanie Państwowego Gospodarstwa Wodnego Wody Polskie – konieczna reforma gospodarki wodnej

W artykule przedstawiono wyniki kontroli będącej kontynuacją działań podejmowanych wcześniej przez NIK, mających służyć ocenie realizacji zadań z zakresu gospodarki wodnej. Sprawdzono prawidłowość działań związanych z utworzeniem i organizacją Państwowego Gospodarstwa Wodnego Wody Polskie (PGW WP) oraz sposób wykonywania przez tę jednostkę obowiązków. Analizowano m.in.: prawidłowość utworzenia PGW WP, kompletność realizacji zadań, prawidłowość sprawowania nadzoru przez właściwego ministra oraz sporządzenia sprawozdania z wykonania rocznego planu finansowego Wód Polskich za 2018 r. Skontrolowano Ministerstwo Gospodarki Morskiej i Żeglugi Śródlądowej, po sześć urzędów marszałkowskich oraz starostw powiatowych oraz 19 jednostek organizacyjnych PGW WP, w tym Krajowy Zarząd Gospodarki Wodnej, oraz po sześć: regionalnych zarządów gospodarki wodnej, zarządów zlewni i nadzorów wodnych.

ABSTRACT

Establishment and Operations of the State Water Management Authority Polish Waters – Reform of Water Management Needed

The article presents the results of the audit related to the establishment and operations of the State Water Management Authority Polish Waters (PGW WP). The audit was a continuation of the previous activities of NIK aimed at assessing the tasks related to water management. The audit examined the regularity of the tasks related to the establishment and organisation of the PGW WP, as well as the way the entity performed its statutory duties. The audit analysed whether the PGW WP had been created in an appropriate manner, implementation of its tasks, the supervision by the competent minister, as well as the report on the annual financial plan implementation for 2018. The audit covered the Ministry of Water Management and Inland Navigation, six regional (marshal’s) offices, six local governors’ offices, and 19 organisational units of the PGW WP, including the National Board for Water Management, six regional water management boards, six water basin boards, and six water supervision units.
